USB rechargeable portable fans contain lithium-ion batteries that may overheat during charging or use, potentially leading to battery explosion or even fire. This risk may stem from a lack of overheat protection in the circuit design, the use of substandard or refurbished batteries, or external short circuits caused by loose batteries coming into contact with metal objects. Product components such as printed circuit board solder joints, plastic casings, and USB cables may contain excessive amounts of harmful substances such as lead, cadmium, phthalates, or short-chain chlorinated paraffins, posing a threat to human health and the environment. Inadequately designed fan guards may cause children's fingers to be cut by the fan blades or their hair to get caught in them. Loose assembly may cause small parts to detach and be swallowed by children.
In July 2021, the U.S. Consumer Product Safety Commission (CPSC) announced a recall of a portable handheld fan manufactured in China due to the potential for its lithium battery to overheat during charging, posing a fire hazard. Approximately 9,780 units of the recalled product were sold in the U.S. between April and June 2021, and two reports of fans overheating and emitting smoke had been received at the time of the recall.
Portable fans exported to the EU market require CE certification, which includes the Low Voltage Directive (LVD) and Electromagnetic Compatibility Directive (EMC). RoHS testing is also required to restrict 10 hazardous substances, including lead, mercury, and cadmium. Additionally, products must comply with REACH regulations and POPs regulations. Exporting to the US market typically requires FCC certification. While UL certification is not mandatory, e-commerce platforms like Amazon often require it, and lacking it may result in product removal.
Manufacturers should proactively understand and grasp the market access requirements of Europe and the US, and strengthen end-to-end management from design and raw materials to production in accordance with relevant technical regulations and standards. They should closely monitor EU RAPEX notifications and US CPSC recall cases, analyze the causes, and conduct self-inspections and corrections. Strict comprehensive electrical product safety certifications are essential, such as CE certification for EU exports and FCC certification and ideally UL certification for US exports, to ensure safe and compliant export and sales.
